The Mix: In a large bowl, combine ground beef, minced garlic, finely chopped parsley, and diced red bell pepper. Season generously with salt, black pepper, and pul biber. Knead for 5 minutes until well combined.
The Base: Grease a round baking tray or a cast-iron skillet with a bit of butter or oil.
